this depends on planet's sign and degree which are available in ephimeris( Panchang ) . See in panchang there will be a table inwhich nine planets with their sign ( rashi ) and degree are written. Suppose you fine under Sun 's column 9 24 25 30 it means sun is in 24 degree 25 min. 30 sec of Makar Raashi. It simply can be understood when this particular day sun has moved in makar raashi up to 24 degree 25 min 30 sc.
Well when you find this raashi then now you will find where is makar raashi is written in which house of horoscope . Suppose makar rashi -10 no. has been written in 4 bhav or 4th house of horoscope then u will place sun in 4th house. Simirally you will place all planets.
